8.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 4, 2015 <br /> SUBJECT <br /> 2015-2020 Consolidated Plan/Annual Action Plan for the Community Development <br /> Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs <br /> RECOMMENDATION <br /> 1. Adopt a resolution to approve the 2015-2020 Consolidated Plan/Annual Action Plan <br /> and authorize the City Manager to execute and file documents related to the submittal <br /> to the U.S. Department of Housing and Urban Development (HUD). <br /> 2. By motion, authorize the City Manager to execute funding agreements with <br /> organizations identified in the Annual Action Plan. <br /> BACKGROUND <br /> The Consolidated Plan <br /> As a condition of receiving federal funds from the Department of Housing and Urban <br /> Development (HUD) the City must prepare, adopt and submit a five year Consolidated <br /> Plan (Plan) to HUD. The Plan is a strategic policy document for meeting the needs of <br /> low-income community members. The process for preparing the Plan involves <br /> assessing the needs of the community with stakeholders and establishing priorities and <br /> strategies for the use of the federal funding resources. The Plan consists of three major <br /> components: a Community Needs Assessment; the five year Priority Needs and <br /> Strategies; and an Annual Action Plan that identifies the programs and activities to be <br /> funded with Community Development Block Grant (CDBG) and Home Investment <br /> Partnership Program (HOME) funds each year of the five-year plan. The Plan serves <br /> four separate but integrated functions: <br /> • A planning document for the City, which utilizes a citizen participation process to <br /> engage the community in its development; <br /> • An application for the receipt of federal funds under HUD's formula grant programs; <br /> • A strategy to be followed in carrying out HUD programs, and <br /> • An action plan that provides a basis for the City, the community and HUD to assess <br /> performance annually. <br /> The Consolidated Plan is designed to help local jurisdictions assess their affordable <br /> housing and community development needs and market conditions, and make data- <br /> driven, place-based investment decisions. The consolidated planning process serves as <br /> the framework for a community-wide dialogue to identify housing and community <br /> development priorities that align and focus funding from HUD formula block grant <br />
