The Plan is carried out through Annual Action <br /> Plans, which provide a concise summary of the actions, activities, and the specific <br /> federal and non-federal resources that will be used each year to address the priority <br /> needs and specific goals identified by the Consolidated Plan. <br /> The City reports on accomplishments and progress toward Consolidated Plan goals in <br /> the Consolidated Annual Performance and Evaluation Report (CAPER). As part of the <br /> Consolidated Plan, the City must certify that it will affirmatively further fair housing, <br /> which means conducting an Analysis of Impediments to Fair Housing Choice (Al), <br /> taking appropriate actions to overcome the effects of any impediments identified <br /> through that analysis, and keeping records of these actions <br /> The City's current 2010-2015 Plan will expire effective June 30, 2015. <br /> Annual Action Plan <br /> A key component of the Consolidated Plan is the preparation of an Annual Action Plan. <br /> In Redwood City, the Annual Action Plan constitutes funding recommendations made by <br /> the Housing and Human Concerns Committee (HHCC) for approval by Council each <br /> year to implement the five-year strategy. The funding recommendations include <br /> amounts and specific programs and activities to be funded from each annual entitlement <br /> of CDBG and HOME funds the City will receive during the five-year term. <br /> The HHCC is recommending an Annual Action Plan for fiscal year 2015-2016 that <br /> proposes funding for programs and activities to be carried out during the first year of the <br /> Plan. The total amount of funding will be based on the City's expected entitlement from <br /> CDBG and HOME, as well as program income received from the City's Home <br /> Improvement Loan Program's revolving loan fund. Other state and local funds will be <br /> used to leverage these funds to address the priority needs of the Annual Action Plan. <br /> The Annual Action Plan includes an Executive Summary (Attachment 1) and Budget <br /> (Attachment 2) which identifies all sources of funding, specific activities recommended <br /> for funding, and information regarding the location of activities to be funded. <br /> The HHCC forwards their recommendations for capital and land use related activities to <br /> the Planning Commission (Commission) each year to concur that the proposed <br /> activities for funding meet the goals and objectives of the City's General Plan. The <br /> capital and land use activities recommended for funding in 2015-2016 are continuing <br /> activities that were reviewed by the Commission last year. <br /> The HHCC and Planning Commission's review of the Consolidated Plan priorities for <br /> conformance to the General Plan will assure that the strategy, priorities, and proposed <br /> programs for funding will follow the Land Use, Housing, and Human Services Elements <br /> of the General Plan. Copies of the public notices, meeting agendas and minutes are <br /> available for public review in the Planning & Housing Division of the Community <br /> Development Department. <br /> Citizen Participation <br />
