9.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 4, 2015 <br /> SUBJECT <br /> Preserve America Program Application <br /> RECOMMENDATION <br /> Adopt Resolution approving the submittal of the Preserve America Application. <br /> BACKGROUND <br /> In 2010, the Historic Resources Advisory Committee (HRAC) investigated the merits <br /> and consequences of applying for a "Preserve America Community" designation. This <br /> program is a national program developed in cooperation with the Advisory Council on <br /> Historic Preservation and the U.S. Department of the Interior, as well as other agencies <br /> such as the State Office of Historic Preservation. Its purpose is to encourage and <br /> support the community efforts to preserve and enjoy the country's cultural and natural <br /> heritage. Designated communities become eligible to apply for Preserve America grants <br /> to enhance heritage tourism and the use of community historic and cultural sites. <br /> Designated communities also receive White House recognition, a Preserve America <br /> Community road sign, listing in the Preserve America Community directory on the <br /> program's website, authorization to use the Preserve America logo, inclusion in national <br /> and regional press releases, and official notification of the designation to state tourism <br /> offices and visitors bureaus. <br /> On April 7, 2015, the Planning Commission reviewed the attached application and voted <br /> 6-0 to recommend that the City Council approve the application. <br /> The program is similar to Tree City USA, which is an acknowledgement of good <br /> practices that makes a city eligible for grants. The designation of a Preserve America <br /> Community does not alter the City's process or regulations that pertain to historic <br /> resources. The program would recognize and support adopted policies and programs <br /> contained within the General Plan and other planning documents. <br />
