9.A. - Page 15 <br /> • Promote the enjoyment and use of historic and cultural resources appropriate for the education <br /> and recreation of the citizenry. <br /> • Strengthen the economy of the City by protecting and enhancing the City's historical features <br /> for residents,visitors and tourists. <br /> Protecting Historic Resources:An adopted community-wide historic preservation plan that is being <br /> implemented: <br /> The Redwood City General Plan <br /> Redwood City adopted its General Plan on 10/11/2010 following years of study and community <br /> outreach. Twenty two pages deal with historic resources. The General Plan identifies and describes: the <br /> town's founding and early days, significant historic periods and associated property types, factors that <br /> lead to development of distinct neighborhoods,historic features distinguishing them, an early plat map, <br /> and a history of industrial development. <br /> The plan summarizes Redwood City's historic preservation efforts as follows: designation of historic <br /> preservation status for selected downtown buildings began in 1977,the Historic Resources Advisory <br /> Committee was created in 1980,the Mills Act was adopted in 1990,the city became a Certified Local <br /> Government in 1992, and there are now 5 designated historic districts and potential for more. <br /> A guiding principle of the General Plan is: "to preserve and generate awareness of out cultural <br /> educational, economic, and historic heritage", including 8 factors that guide the city's policy on historic <br /> preservation for the future. It is stated specifically and emphatically that preserving historical resources <br /> is a pivotal part of the City's vision. Furthermore,the plan includes twenty-five goals and policies to <br /> further preservation and appreciation of historic resources. There are eleven programs for <br /> implementation of these goals,including time frames and responsible parties. There are also eight <br /> additional and specific programs planned for implementation. One of these is the goal that the City be <br /> designated a Preserve America Community. <br /> Attachment: General Plan <br /> A historic preservation review ordinance and volunteer or professional staff to implement it: <br /> Redwood City's preservation ordinance, "Historic Preservation Ordinance of the City of Redwood City <br /> (Ord.No. 1815 § 1, 3-10-80), is implemented by the five-member Historic Resources Advisory <br /> Committee (HRAC). Members of the HRAC are appointed by the Planning Commission for rotating 3- <br /> year terms. <br /> The purpose of this Chapter is to promote the public health, safety, and general welfare by providing for <br /> the identification,protection, enhancement,perpetuation, and use of improvements,buildings, <br /> structures, signs, objects, features, sites,places, and areas within the City that reflect special elements of <br /> the City's historic,architectural, cultural, aesthetic, and other heritage for the following reasons: <br /> A. To safeguard the City's heritage by providing for the protection of landmarks representing <br /> significant elements of its history; <br /> B. To encourage public knowledge,understanding, and appreciation of the City's past; <br /> C.
