9.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> from the Mayor and Vice Mayor <br /> May 4, 2015 <br /> SUBJECT <br /> City Manager Recruitment Process <br /> RECOMMENDATION <br /> Review information provided. No Council action is recommended at this time. <br /> BACKGROUND <br /> In February 2015, City Manager Robert Bell announced his plan to retire at the end of <br /> June after 5 years of service as City Manager. Upon this announcement, Mayor Gee <br /> and Vice Mayor Foust initiated a request for proposals to select an executive recruiter to <br /> plan and execute the recruitment process for a new City Manager, with the objective of <br /> making an appointment in July, 2015. After obtaining three proposals from qualified <br /> search firms, the subcommittee selected Teri Black & Company, LLC. The firm is <br /> exclusively dedicated to placing local government placements in California and has a <br /> well-established client base in the Bay Area. Their other Silicon Valley clients include <br /> the Cities of Palo Alto, Menlo Park, Hillsborough, San Mateo, Los Altos, Santa Clara, <br /> and numerous others. The firm has also worked successfully with the City on several <br /> recent Department Head recruitments, and is uniquely qualified to understand the City's <br /> current priorities and opportunities. <br /> The market for executives in local government is currently extremely competitive and <br /> especially so for outstanding city managers. This is largely due to demographic shifts <br /> and an improving economy, as an unprecedented number of Baby Boomers are retiring <br /> or moving on to other careers. As a result, a historically high number of vacancies <br /> among executive leadership positions in local government have emerged. Among many <br /> other cities we will be competing with across the country, current California city <br /> manager opportunities include the Cities of Anaheim, Carlsbad, Los Gatos, Oceanside, <br /> Santa Monica, and Watsonville. However, given the City's strong tradition of community <br /> engagement, unique opportunities, and desirable location, Council is confident that <br /> Redwood City will maintain its position as an employer of choice for a talented and <br /> visionary leader. <br />
