9.C. - Page 2 <br /> ANALYSIS <br /> The following is a summary of the recruitment planning, outreach, and selection process <br /> which began in March and is expected to conclude in July: <br /> Phase I: Candidate profile and strategy <br /> To develop a search strategy and ideal candidate profile, Teri Black met with each <br /> Council member individually to discuss the Council's perspective on the City's unique <br /> attributes, current challenges, and essential attributes and qualifications for the City's <br /> next City Manager. Ms. Black also met with the City's team of executive staff to gain <br /> further insight on the current organizational needs and workplace culture. This input <br /> culminated in the ideal candidate profile as described in the enclosed recruitment <br /> brochure. <br /> In order to enhance and refine our selection strategy, Ms. Black also worked with <br /> Council members to develop a community survey to solicit feedback on the most <br /> important qualities and priorities for our next City Manager. This survey is currently <br /> available on the City's website and in our community centers, and will be utilized to <br /> provide further input as we proceed in the selection process. The results of the survey <br /> will be reviewed by Council prior to candidate selection and interviews. <br /> Phase II: Outreach <br /> On April 20, 2015 the City launched its search for a City Manager, and the recruitment <br /> will close on May 17. For the next few weeks, the search firm will be heavily engaged in <br /> marketing the opportunity, confidentially reaching out to potential candidates and <br /> following up on referrals to ensure an impressive candidate pool. In addition to sourcing <br /> potential candidates through networking, the job opportunity will be advertised in a <br /> variety of venues including professional associations and targeted publications for <br /> municipal executives. Candidates will apply directly with the search firm. <br /> Phase III: Candidate Selection and Appointment <br /> After the recruitment closes, the candidates will be screened and Ms. Black will present <br /> her recommendations of qualified candidates to Council during closed session. Among <br /> those recommendations, Council will select the most appropriate candidates to proceed <br /> in the interview process tentatively scheduled for early June. Council will debrief after <br /> the interviews to identify the top candidate(s). A thorough reference and background <br /> check will be conducted prior to a final decision being made. It is anticipated that the <br /> appointment of our next City Manager will be made in early to mid-July. <br /> ALTERNATIVES <br /> No alternatives are recommended, as no Council action is recommended at this time. <br />
