EXHIBIT"A" <br /> SCOPE OFSERVICES <br /> Below, Godbe Research has crafted our recommended scope of work #or City of <br /> Redwood City to iliustrate the types of considerations that go inM each of our <br /> community priorities and city satisfaction studies. While each of our research p�ojects <br /> is customized to the needs of a given ciient, there is a specific and proven process to <br /> conducting public opinion research to evaluate resident and city satisfaction. <br /> Accordingly speci�ic services for the 2015 Ci#y Satisfaction Survey that shall be <br /> completed by Consultant indude: <br /> - Conducting an �-person kick-off meeting with the City and potentially other <br /> project stakeholders the City wishes to nvolve, as well as addi�onal meetings <br /> and conference calls#o discuss the research objectives and other aspects of the <br /> 2015 City Satisfaction Survey in detail. <br /> - Reviewing voter and resident demographics in Redwood City, any related <br /> previous opinion research data {e�.2010, 2008, 2003, and 2001 surveys), and <br /> other information that will help to inform and support the 2015 City Satisfactian <br /> Survey. <br /> - Designing and re�ining a survey instrument of approximately 15 to 20-minutes in <br /> length so that it addresses the research objectives of the City related to the <br /> 2015 City Satisfaction Sutvey process. This is done through an �terative procsss <br /> befinreen Godbe Research and the City. The survey wiil be designed to be <br /> formatted for both Internet and telephone survey modalities as a 'hybrid survey' <br /> and both versions of the survey will be identical. <br /> o For reference, the 2010 City Satisfaction Survey was approximately 18- <br /> minutes in length; however, we have rotated topics in previous City <br /> Satisfaction Surveys, which could make for a bnger or shorter survey for the <br /> 2015 survey event. <br /> • Translating the survey instrument in both formats into Spanish to account for the <br /> roughly 20% of the City's registered vo6ng population that is Latino and the <br /> further approximate 10%that is estimated to be linguistically isolated (State voter <br /> file). <br /> - Programming, re�ning, and testing the Intemet version of the survey instrumerrt <br /> using our Internet survey software package.
