i o For our telephone interviewing projects, Godbe Research uses only live interviewers who have been trained on the survey questionnaire and who are bcated in the westem United States. - Pre-testing the survey instrument in both modalities to ensure that the questions and response codes are understandable to �espondents, and to ensure that the survey length coincides with the budgeted survey length for the ptoject. - Development of a recruitment email for the Internet version of #he sunrey and working with the City to send recruitment emails to voters with email addresses in the voterfile forthe 2015 City Satisfaction Survey. o Based on the City's prefe�ence and communications po(icies, we can deveiop the recruitment email and process to be completed by our'white listed' provider, or the City can send recruitment emails intemally where respondents are re-directed to our web site to take the survey. o Finally, we can also match any intemal email lists the City has (e.g, paric and recreation lists, City communications lists, water service lisfs, etc.)to the file, so that we can include additional voters that do not have email addresses on file with the State Voter �'ile or County Registrar of Voters due to information collected during registration. - Development of a stratified and clustered listed sample of Redwood City voters. The isted sample will first be constructed using email addresses from the voter file, as the htemet modality will be conducted flrst in the hybrid survey process. Once we have developed the htemet sample, the rest of the sample will be de- duplicated by matching names, addresses, and phone numbers from Intemet survey respondents to those in the voter file. We wi11 then remove any voter from the telephone survey sample who previously completed the survey via #he Internet. Futher, we will ask telephone survey respondents in that sample � they have already completed the survey via the Intemet and will remove those voters from the survey process through a screening question. o For review, there are a total of appro�umately 35,542 voters in Redwood City. Withfn the voter file, we have email addresses fo� approximately 8,699 voters or about 24% of the total voting electorate and 35% of the total households in the City. We also have approximately 4,193 cell phone numbers, which �epresents about 12% of the telephone numbers in the voterftle. • Conducting approximate 15 to 20-minute Internet and telephone s�terviews with 400 (n=400) total Redwood City vote�s according to a strict lnterviewing protocol and our approved sampling design. A sample size of 400 wiN provide for a margin of error of no greater than +/-4.9% at the 95% corif'idence level, when looking at all voters, as we11 as all residents, in the City of Redwood City.
