7.1.E. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 18, 2015 <br /> SUBJECT <br /> Approve contract with AJB Construction for the removal and relocation of a house <br /> located at 103 Wilson Street to 611 Heller Street in order to create a new affordable <br /> housing unit <br /> RECOMMENDATION <br /> By motion, award and authorize the City Manager to execute a Construction Contract to <br /> AJB Construction in the amount of $84,180 for the Removal and Relocation of a house <br /> located at 103 Wilson Street, Redwood City to 611 Heller Street, Redwood City <br /> BACKGROUND <br /> The Downtown Precise Plan (DTPP) identifies a number of historical resources in <br /> Downtown area. Historical resources fall into two categories: "Historical Resources to <br /> be Preserved" and "Historic Resources that may be Altered, Relocated, or Removed". <br /> The DTPP and associated Environmental Impact Report (EIR) outline specific <br /> measures that must be taken for each historic resource category. The full inventory of <br /> historic properties can be reviewed beginning on Page 31 of the DTPP. <br /> The subject property, 103 Wilson Street, is identified in the DTPP as a "Historic <br /> Resource that may be Altered, Relocated, or Removed". This structure is a single-story, <br /> single-family home. This 1,600 square foot home is a "Queen Anne Style Home", a type <br /> of architecture that was popular in the 1890s to early 1900s. It appears this home was <br /> originally constructed in the early 1900s. Although the house is a good example of <br /> architecture from that time period, the building was not included in the City's Historical <br /> Inventory or in the "Historical Resources to be Preserved" category because it is not a <br /> "sufficiently exceptional example of the style to be individually eligible for the California <br /> Register" (please see attached DPR form for details). The home has also been vacant <br /> for some time. However, the DTPP does require that a mitigation measure be met prior <br /> to this building being razed: <br /> • If the structure is to be removed, an attempt should be made to relocate it. The <br /> property should be offered for sale for $1 for a period of at least 90-days (Page <br /> 42, DTPP). <br /> In October 2014, a 175-unit residential development was approved on the subject <br /> property and adjacent parcels is currently undergoing structural review.
