7.1.E. - Page 2 <br /> the DTPP, the developer put this home "up for sale" for $1 for a period of 90-days. <br /> While there was some interest, no interested buyer was able to secure the home. <br /> There are significant barriers to moving an older home, including finding a site to <br /> relocate the structure to, moving the structure, preparing the new site, and structural <br /> and utility work once the home is relocated. <br /> Despite the hurdles of moving the home, staff is recommending that the City utilize City <br /> resources to move the home to a new location. The home could then be turned into an <br /> affordable housing unit. The proposed new location is a City owned parcel located at <br /> 611 Heller Street, about a half mile from the current location in the historic Stambaugh- <br /> Heller neighborhood. The Redevelopment Agency purchased 611 Heller Street in 2007 <br /> for approximately $630,000 in order to alleviate years of blight and criminal and known <br /> gang activity (including stabbings and murder). Once the site was purchased by the <br /> Redevelopment Agency, the existing dilapidated home was demolished. As indicated in <br /> the 2007 staff report, and in the City "Recognized Obligation Payment Schedule" that <br /> has been submitted to the State per "Post-Redevelopment" requirements, the site has <br /> been continually identified as an affordable housing site. The property is zoned "R-4" <br /> and would allow for the development of one housing unit. The Stambaugh-Heller <br /> neighborhood includes single-family homes and multi-family buildings, and includes a <br /> number of historic properties. <br /> The purpose of this report is to approve the contract with the General Contractor, AJB <br /> Construction, who would prepare the home for relocation, construct a new foundation <br /> on the Heller Street property, attach the home to the new foundation, and complete <br /> other tasks as described in the section below. There are several other contracts that <br /> would need to be approved in connection with this project, including hiring a home <br /> moving company, however it is expected that each of the other contracts would be less <br /> than $60,000 and therefore could be approved by the City Manager. The approval of <br /> this contract does not necessarily mean that the home will be moved to the proposed <br /> location, as City staff will need to further investigate other potential costs to determine <br /> whether the project is feasible. <br /> ANALYSIS <br /> Moving an older home is always a complex endeavor. In this case, it must also be <br /> completed at an accelerated schedule. Steps include hiring the (1) hiring all necessary <br /> consultants and contractors (2) obtaining Building Division approval the Heller Street <br /> foundation and utility plans (3) preparing the home for moving (4) preparing the lot and <br /> foundation of the new site (5) moving the home (6) securing the home on its new <br /> foundation (7) partnering with non-profits to further improve the home and turn it into an <br /> affordable housing unit. Steps 1-6 must occur over the next month and would be <br /> completed concurrently, as the 175-unit development is scheduled to move forward in <br /> June. As noted above, while it is necessary to have the subject contract at the time, the <br /> project may still not move forward. Staff will continue to investigate other potential costs <br /> to determine whether moving the home is feasible. <br />
