9.C. - Page 4 <br /> RFP Mandatory Requirements <br /> The Bradford Site was acquired with former Redwood City Redevelopment Agency Low <br /> Mod Set Aside funds and the residential development on the site must comply with both <br /> the City and Housing Successor Agency's affordable housing requirements. These <br /> requirements include a minimum percentage of units that would be made to very low <br /> and/or very-low and low to moderate income households, as defined in the California <br /> Health and Safety Code. <br /> The City expects as substantial amount of affordable units onsite, which would most <br /> likely be delivered in a 100% affordable development. Beyond the City's affordable <br /> housing requirements, developers who respond to the RFP would describe the <br /> affordability ratios for each income level. <br /> In addition to the affordability requirements, developers (and their contractors and sub- <br /> contractors) would be subject to prevailing wage regulations, which would be regularly <br /> monitored by the City. Non-discrimination provisions would also apply to the project. <br /> These provisions require that nondiscrimination and non-segregation clauses shall be <br /> included in all deeds, leases, and contracts relating to the subject development or <br /> property transactions. <br /> Request for Proposal Details <br /> The RFP represents the initial step in the development of the Site. Responses to the <br /> RFP would demonstrate the developer's understanding of the City's goals and specific <br /> expertise in developing high quality mixed use projects. Respondents must disclose <br /> financial capability to undertake the proposed development. A thorough narrative of the <br /> development concept with a description of the respondents' approach to urban design <br /> and architecture that will meet the goals of the RFP is required. <br /> The draft RFP includes information for pre-submittal discussions with City staff, <br /> submittal deadlines, and submittal requirements such as: <br /> • Description of the development entity and team members including architects, <br /> engineers, legal representatives and property managers and brokers; <br /> • Overview of the development entities experience and qualifications, including <br /> examples of projects completed by the entity; <br /> • Conceptual design of the project, including a project summary containing the <br /> total number of units, the affordability ratios, site plan, floor plans, section <br /> drawings, elevation sketches, parking plan, sustainable design and building <br /> features, parking strategies and any expected deviations from the Guidelines of <br /> the DTPP; <br />
