7.1.D. - Page 19 <br /> during polling place hours of 7am-8pm, but in Davis the drop off box was available only <br /> during the Library's regular Tuesday hours, loam to 9pm.28 There was no sign placed at <br /> the library to let voters know that they could drop their ballots off one block away if they <br /> arrived before 10 am (the original polling place information was located on the sample <br /> ballot that each voter received at their registered address) The drop-off boxes were blue <br /> mail-type boxes with pull out drawers that dropped the envelope inside. Rolls of `I <br /> Voted' stickers were left on top of the drop boxes. The drop boxes were emptied each <br /> night by Election Office staff at the Elections office where those ballots were logged into <br /> the voter database as `returned.' <br /> Polling Place Staffing <br /> Each polling place was staffed by four experienced poll workers who had all been <br /> inspectors in past elections and were paid as inspectors for the day29 and instructed to <br /> work out their own division of labor. Unlike a regular election with one inspector <br /> managing a polling place, there was not one person officially in charge, but rather the <br /> poll workers were authoritatively equal. One of the four in each polling place had the <br /> additionally experience of working as a rover30 in previous elections. Along with the <br /> four workers assigned to each polling place, two paid and trained stand-by workers were <br /> 28 Note,that although the Library was open until 9 pm,the last chance to put a ballot in the drop off box on <br /> Election Day was 8pm. <br /> 29 Usually,only one pollworker per polling place is assigned the title `Inspector' and is paid as such. The <br /> inspector is responsible for the operations of a polling place. <br /> 30 Rovers or Roving Inspectors are supervisors of multiple polling places.The name stems from the fact <br /> that they `rove' among their assigned precincts to troubleshoot problems,deliver materials and generally <br /> oversee their operations. <br /> 13 <br />
