7.1.D. - Page 18
Administration of the March 5, 2013 Election
The elections office falls under the responsibility of elected Chief Deputy
Clerk/Recorder Freddy Oakley. Ms Oakley is a highly experienced elections
administrator and has held this position since 1999.
Polling Places and Drop off Boxes
For the All-Vote-by-Mail Election on March 5, 2013 in Davis and West Sacramento26
there was one polling place in each city on Election Day in which voters could cast
ballots or drop them off. Ballots for both jurisdictions were available in both polling
places and there were also drop-off boxes that were available starting on February 4 (E-
28)27. These boxes were inside buildings and available during each building's regular
business hours in the 28 days before the election. The County Elections Office wanted
the polling place to be in the same location as the drop box, and this was the case in West
Sacramento where both were at the City Hall. The City of Davis chose the Davis Library
to place the drop off box without consulting County Elections, and there was no place
available in the Library for a polling place on Election Day. As a result, the County had
to secure a room for the polling place in the Veteran's Memorial Center one block away
from the Library. On Election Day, the drop off box was available in West Sacramento
26 The election jurisdiction was the Washington Unified School District in West Sacramento, but will be
called `West Sacramento' throughout this report.
27 E-28 is elections lingo and refers to election day minus 28 days
12
