The only difference was that the envelopes that had been <br /> mailed out with the ballots were blue and those issued at the polling place were either <br /> yellow `7-Day' envelopes31 or pink envelopes if the voter needed to vote provisionally. In <br /> each city, only one measure/race was on the ballot, so the text of the ballots were the <br /> same within a city; however, since the office needed to track vote choices by precinct, <br /> ballots had precinct numbers printed on them. In Davis there were 11 `consolidated <br /> precincts' (called `cons' by election staff) with a total of 37,643 voters. Furthermore, <br /> each precinct contained between 2,629 to 3,986 voters. West Sacramento's Washington <br /> Unified School District contained 23,141 registered voters among 8 `cons' or <br /> consolidated precincts, and each precinct contained between 1,640 to 3,772 registered <br /> voters. <br /> Cost of Election <br /> Yolo county provided the cost of the 2013 election along with the costs for the <br /> previous local elections. The cost for the Davis all mail-ballot election in 2013 was <br /> $122,564.40, whereas in 2009, when it was conducted as a regular election along with <br /> polling places for voters to cast their ballots, it was $220,399.48. While there is a <br /> $100,000 difference that looks like a significant savings by going from a regular to a <br /> VBM election, the county informed us that in 2009, the district (Davis) was also billed <br /> for allowable expenses under SB90.
