7.1.D. - Page 22 <br /> For the Washington Unified School district in West Sacramento, the cost to conduct <br /> the 2013 all mail-ballot election was $74,746.68, but interestingly, the cost to conduct the <br /> previous,regular election in that jurisdiction in 2007 was lower by more than $6000 at <br /> $68,208.11. With the information available at the writing of this report, we are unable to <br /> explain why the mail-ballot election was more expensive to conduct than the regular <br /> election in this jurisdiction. <br /> Rejected Ballots <br /> We were provided with data on rejected ballots for all three local elections, 2013, <br /> 2009 and 2007 respectively. In 2013, all voted ballots were counted and there were no <br /> rejections. In 2009 for Davis, there were 31 ballots that were not counted and for 2007, <br /> the county reported 40 un-counted ballots, though those were the combined un-counted <br /> ballots for three separate special districts, Washington Unified being one of them. One of <br /> the benefits of conducting an all mail-ballot election is that elections staff have enough <br /> time to follow-up with voters if there is an issue with their ballot, such as a missing <br /> signature on the envelope. This is likely the reason for why we see no rejected ballots in <br /> 2013. During regular elections, the work load on the elections department is much <br /> greater and this 'personal service'is generally not possible. <br /> Analysis <br /> Based on our observations, the existence of polling places during the March 5, 2013 <br /> All-Vote-By-Mail Election in Davis and West Sacramento was a very important part of <br /> the process for these communities. The Davis turnout was 39.4% which was actually <br /> 16 <br />
