7.1.D. - Page 25 <br /> Part II- Quantitative Research <br /> In addition to the qualitative research, a quantitative analysis of the special election on March 3, <br /> 2013 was performed. As described previously, this election was conducted in two jurisdictions <br /> of Yolo county, and votes were restricted to being cast by absentee ballot. <br /> Yolo county supplied a voter registration file for the 2013 special election for this study. Other <br /> files were previously collected from the county to build the Statewide Database and were used <br /> for this project. The 2013 election took place in two jurisdictions within the county: the City of <br /> Davis and the Washington Unified School district in West Sacramento. These elections were <br /> analyzed against two previous special elections in the same jurisdictions; for Davis in 2009 and <br /> for West Sacramento in 2007 respectively, in which voters were not limited to vote by absentee <br /> ballot only. This was done to determine whether there were systematic differences in voter <br /> turnout between an all-absentee election (henceforth referred to as the s13 election) and other <br /> elections where votes could be cast both in neighborhood polling places and by mail-ballot. The <br /> registered voter files contained information that is usually collected for registered voters (name, <br /> address, date of birth and partisan affiliation) plus a voting history for a number of elections in <br /> Davis. In addition, because California law allows individuals to designate whether they wish to <br /> be considered "permanent" absentee voters, this designation is also included on the file for each <br /> individual voter("permanent" is in quotes because this designation is removed when the voter <br /> fails to cast a ballot in a certain number of elections). <br /> 19 <br />
