7.1.D. - Page 26
The subset of elections listed on the files that were used in this analysis are the s13, g12, p12,
s11, g10 and p10 (the sl l election was a special election in the City of Davis and thus only
encompasses a portion of the area that the s13 election does, but it is a regular rather than an all-
absentee election). Key attributes of the analysis of turnout are the permanent absentee voter
status and the type of vote an individual casts--A for absentee, V for poll vote, N for no vote,
and a blank if the voting decision for an election is inapplicable (this could be because the voter
did not live in the area where the election was held or the voter was not registered at the time of
the election).
Tables 1A through 1F give the breakdowns by permanent absentee voter flag and voting type for
each election. The patot column is the percent of voters in each permanent absentee category
(PERM or blank) falling into the A, V, N or blank category. The prtot flag is the same except
the blank category is removed from the calculation. Thus, patot is the percent of all permanent
(or non-permanent) voters in the registration file and prtot is the percent of all permanent (or
non-permanent) voters in the registration file that were eligible to vote in the election. Prtot is
also graphed for the analyzed elections in the figure titled "Types of Voting by Permanent and
non-Permanent Absentee Voters".
20
