provided an overview of the items the City is embracing regarding traffic and <br /> construction impacts downtown. He covered some of the upcoming initiatives which <br /> would include a senior day downtown with a shuttle, possibly weekly; better signage; <br /> parking garages; and, aggressively working with the businesses that are downtown. He <br /> added that staff is in discussion with businesses about their TDM Transportation <br /> Demand Management Plans to make sure they have a robust program for their <br /> employees to use trains and shuttles. He added that Box has been very responsive to <br /> this approach. <br /> Mr. Aknin provided clarity on the three upcoming improvements staff is looking at <br /> regarding parking. One Council Member wanted to reiterate that architectural drawings <br /> should continue to be a focus and priority to allow a very pleasurable walking <br /> experience as people enjby downtown. One other Council Member thanked Mr. Aknin <br /> for his report, and she inquired about the quota for downtown and Mr. Aknin said that <br /> there is some room left for residential but for the commercial, if all the applications in the <br /> queue were approved, the quota would be exceeded. <br /> Another Council Member encouraged developers to look at the Precise Plan and look at <br /> the photos of the document that show architectural elements that people identify with <br /> and create a sense of familiarity. She believes that everyone, especially the Council, <br /> wants to approve aesthetically pleasant buildings that will represent the character of the <br /> community so her hope is that this will continue to be a focus. Vice Mayor Foust <br /> commented that developers don't have to develop to the maximum of height and <br /> capacity and they should think about the courthouse as our living room and what is <br /> around you. <br /> Vice Mayor Foust would like to have the correct heights reported and she encourages <br /> developers to look at what is already in existence and how high it is and take that into <br /> consideration. Mr. Aknin said that Staff is doing an EIR (Environmental Impact Report) <br /> addendum. One Council Member asked that we provide information to the public so it <br /> knows what is coming in but it is not approved yet, and she struggles with managing the <br /> information while we are still going through the process. Dr. Bell said that for these <br /> reasons, it was important to have this topic tonight on the agenda so people can be <br /> aware of what is coming up and the community can weigh in. He said that regular <br /> check-ins like these are helpful. The Vice Mayor took exception with developers taking <br /> out ads on private publications announcing upcoming housing that has not been <br /> approved or completed. <br /> Another Council Member inquired about the HVAC on top of buildings and Mr. Aknin <br /> said that generally they have to be screened. This Council Member suggested having a <br /> process to deal with this issue. One Council Member inquired about potential <br /> Downtown Precise Plan Amendments and EIRs and Mr. Aknin said that right now he is <br /> aware of two Downtown Precise Plan Amendments. Another Council Member noted <br /> that the public is interested in providing input, even if they bought into the plan initially, <br /> and he supports enabling the public to provide input.
