Power Purchase Agreement With CEI Solar One, LLC. for Solar Power <br /> at Red Morton Community Center as Part of the Regional Renewable <br /> En�rgy Project (R-REP) (304) <br /> Recommendation: <br /> 1. Open the public hearing, receive public comments regarding the solar <br /> power project specified in the Background section, and close the public <br /> hearing. <br /> 2. Find that notice of this public hearing, held pursuant to Government <br /> Code Section 4217.12, was given at least two weeks in advance of this <br /> public hearing. <br /> 3. Adopt the attached resolution making findings necessary to authorize <br /> the Power Purchase Agreement (PPA) under Government Code Section <br /> 4217.11, including a finding that the PPA's total cost will be less than the <br /> anticipated cost of electricity that would have been consumed by the facility <br /> in the absence of the solar arrays, and that the terms of the award are in the <br /> best interest of the City. <br /> RESOLUTION NO. 15396 OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> CITY MAKING FINDINGS NECESSARY TO AUTHORIZE AN ENERGY SERVICE <br /> CONTRACT FOR A POWER PURCHASE AGREEMENT AT RED MORTON <br /> COMMUNITY CENTER; AND AUTHORIZING THE CITY MANAGER TO <br /> EXECUTE THE AGREEMENT <br /> 4. Find that installation of solar array systems at the Red Morton <br /> Community Center is statutorily and categorically exempt under the <br /> California Environmental Quality Act. <br /> 5. Authorize the City Manager or his designee to execute a Power <br /> Purchase Agreement with CEI Solar One, LLC. for the Red Morton <br /> Community Center, consistent with the terms described in the staff report. <br /> Vicki Sherman, Environmental Initiative Coordinator, presented the report (presentation <br /> on file) and City Manager Bell informed Council that there is a Council subcommittee <br /> composed of Council Member Pierce and Bain and he offered the floor to them to make <br /> comments. Ms. Sherman outlined the process, benefits and details about the project <br /> and the RFP (request for proposal) process. One of the Council Members said that this <br /> has been a long but meaningful process and according to PG&E we have decreased <br /> our spending by 22% over the last 10 years and there have been huge savings in <br /> energy. He said that the Council is saving tax payers a lot of money.
