One Council Member inquired how this will impact projects which are in the pipeline and <br /> Mr. Aknin said that it would depend on what allocation they already have and if they are <br /> already grandfathered in. This Council Member inquired about parks and having a <br /> conversation on how to add these or when the Council will have a conversation about <br /> this issue. Another Council Member inquired about the Transportation Demand and Mr. <br /> Aknin said that is in the forefront of staff's mind. One Council Member inquired if the <br /> height is going to trigger more benefit and the consultant said that not necessarily. <br /> This Council Member really appreciated the community fund approach and she found <br /> the report very interesting. <br /> Another Council Member thanked staff for the report and he thanked the community for <br /> the input. He added that it is important to realize that it is a little rough right now but the <br /> ultimate goal is positive and at we are on our way to success. This Council Member <br /> said that while the City has already collected a lot of benefits this is being even more <br /> proactive because we lost the Redevelopment Agency. He does not think the <br /> framework is missing anything and so his questions are for down the road. In his view <br /> what should be prioritized is market flexibility and being able to adapt. He is looking for <br /> flexibility and he supports the nexus studies, and he supports the percent for art or an in <br /> lieu fee and yes on the affordable housing at 20% level. <br /> Vice Mayor Foust thanked staff and the community and she agreed with community <br /> comments related to "this should benefit all" and "we want it all". She would like to have <br /> an approach that includes housing for all levels. Vice Mayor Foust said she sits on the <br /> Workforce Investment Board and this is a great example of opportunities being created <br /> for community members and different trades. Vice Mayor Foust thanked Jason <br /> Newblanc in the audience for all his commitment to arts in Redwood City and while this <br /> was not a possibility in 2007 because of the economy she believes at least a one <br /> percent or more should be instituted. She thanked many other local Art supporters who <br /> have worked really hard to making so much happen in Redwood City and she would <br /> supports a nexus study. Vice Mayor Foust asked various business owners and <br /> community members to support this process as she and the Council appreciate when <br /> people get involved. She also shared information from a meeting with Congresswoman <br /> Jackie Speeier and how model programs were shared and she was impressed. <br /> Another Council Member really appreciated the outreach and she acknowledged how <br /> the Council and staff have worked really hard to make things happen and this was an <br /> investment and the desired outcome is what we have today. She echoed the comments <br /> from Vice Mayor Foust and she believes Redwood City has matured and that we are <br /> creating something beautiful and an environment that attracts developers. So she thinks <br /> it is right to ask developers for help to make it even better and she supports the nexus <br /> study and communicating with the School District. She supports the nexus study, the <br /> park fee and she supports a percent for art as well as the developer fee. She thanked <br /> the residents of Redwood City who hung in there and waited until now when we can <br /> have a robust conversation about art.
