Resources Committee provide input on how to dedicate the funds. She inquired about <br /> local hiring and minimum wage, prevailing wage and local hiring and she asked if this <br /> can be required of developers. Dr. Bell said that staff would have to come back with <br /> more information regarding the legalities but staff does encourage these with the <br /> developer like the Mel's Bowl project. <br /> Another Council Member is very glad about the fund to support the HSFA and he <br /> supports the nexus studies, and he supports working together with other entities to save <br /> money. He would like to see lower and moderate housing be part of the equation and <br /> increase the supply of public parking. He believes these are important issues as well as <br /> the percent of art but this Council Member believes the City needs to have control over <br /> where that goes. This Council Member was very extremely appreciative of the outreach <br /> staff conducted and how robust it was. Mr. Aknin said that he would like to give credit to <br /> Ms. Diana O'Dell for collecting all the input. <br /> Another Council Member wants to continue working on partnerships and he believes <br /> there are other opportunities coming up regarding the Precise Plan on EI Camino Real <br /> and that is another opportunity. He also said that he supports a percent for art, with <br /> specific opportunities in certain developments. Vice Mayor Foust said that it would be <br /> good to understand what trades they are using and from where. She said that once that <br /> data is available then it can be looked at more carefully. She thanked the community <br /> for the CBID — Community Benefits Improvement District- and how this entity has been <br /> approved and it will benefit our downtown and she acknowledged Eric Lochetefeld and <br /> his work on this front. <br /> Another Council Member asked for some tracking how this reflects to reality. Mr. Aknin <br /> said that staff is already looking at how to visually track these efforts and program. <br /> Mayor Gee thanked everybody on staff, the community and the Council for the <br /> innovation and new approach. He said that this exciting and new and his comments <br /> focused on: <br /> -this is about our community (employer and employees, builders and developers) in <br /> general and being a partner <br /> -we are all working together to make this a great place <br /> -We want you all engaged <br /> Mayor Gee is very supportive to encourage developers and builders pay standard <br /> wages and he is open to a study to find out if we have the correct workers to meet the <br /> need of developers. He said we should check if we have enough local workers with the <br /> correct local skill. Mayor Gee said that there will be a downturn in the economy so <br /> elasticity is important because there will be a downturn on the economy and so we need <br /> to be prepared. He does not want this to be episodic but sustainable and creative. He <br /> supports flexibility and openness to consider how to develop the ideal community <br /> benefit. He would also like flexibility on the percent for art and most important it needs to <br /> be clear, transparent and provide certainty so there are no surprises.
