REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 8, 2015 <br /> <br />SUBJECT <br />Transportation Impact Fee Account Report <br /> <br />RECOMMENDATION <br />1. By resolution, accept the Transportation Impact Fee Account Report for Fiscal Years <br />2006-07 through 2013-14. <br />2. By resolution, make the findings as required by the Mitigation Fee Act. <br /> <br />BACKGROUND <br />The California Government Code (Section 66000, et seq., known as the Mitigation Fee <br />Act), allows local government agencies to impose transportation impact fees. These <br />fees provide revenue for constructing capital facilities and implementing traffic reduction <br />measures to alleviate and/or mitigate the impact of increased traffic resulting from new <br />residential and non-residential development. Transportation impact fees ensure that <br />new development projects, if they increase traffic, bear a proportionate share of the cost <br />of facilities and improvements designed to reduce the additional traffic resulting from the <br />development. <br /> <br />Capital facilities and traffic reduction measures may include: <br /> <br />· construction of through lanes, turn lanes, bridges, associated drainage facilities, <br />curbs, medians, and shoulders <br />· installation of traffic signalization <br />· construction of traffic calming devices <br />· construction of multimodal transportation facilities for pedestrians and bicyclists, <br />including ADA pedestrian facilities and improvements <br />· additional parking for non-motorized vehicles and reserved parking for shared <br />vehicles, both motorized and non-motorized, or <br />· similar projects and improvements. <br /> <br />On April 24, 2000, the City Council took the following actions: <br /> <br />· adopted an ordinance adding Article XV, Transportation Impact Fee, <br />(commencing with section 18.244) to Chapter 18 of the Redwood City Municipal <br />Code relating to transportation impact fees for new development (“Transportation <br />Impact Fee Ordinance”), and <br />7.2.A. - Page 1
