· adopted a resolution approving and adopting the schedule of traffic impact <br />mitigation fee projects and schedule of transportation impact fees. <br /> <br />ANALYSIS <br />Pursuant to California Government Code, local agencies are to make available to the <br />public and to review certain information related to transportation impact fees received <br />each fiscal year. Additionally, in the fifth year following the first deposit into the fund and <br />every five years thereafter, agencies are to report certain findings in connection with <br />establishing, increasing, or imposing a fee as a condition of approval of a development <br />project. The information and the findings are included in the Transportation Impact Fee <br />Account Report for Fiscal Years 2006-07 through 2013-14 (Account Report). The <br />findings for fiscal years 2006-07 through 2010-11 are summarized as follows: <br /> <br />1. The purpose of the fee is to fund new development’s share of the costs of <br />transportation improvements to mitigate traffic generated by new development. <br />2. The reasonable relationship between the transportation impact fee and the <br />purpose for which it is charged is demonstrated in the Redwood City Traffic <br />Impact Mitigation Fee Study dated February 18, 2000, and subsequent <br />resolutions and ordinances. <br />3. The City’s annual Capital Improvement Program (CIP) prioritizes identified <br />transportation improvements, and allocates funds from a separate fee account to <br />finance implementation of the improvements in order to mitigate continued new <br />development. Transportation impact fees collected previously and in the future <br />are necessary to fund the identified improvements. <br />4. Identified transportation improvements are scheduled to be implemented over <br />time as sufficient funds become available. Some of these improvements (such as <br />the Blomquist Road extension) are so large that sufficient funds have not been <br />collected or obtained to implement them by expending fees collected within the <br />five-year expenditure period (Fiscal Years 2006-07 through 2010-11). <br /> <br />Copies of the Account Report are available to the public in the City Clerk’s office. This <br />Account Report brings the City to compliance for reporting requirements through fiscal <br />year 2013-14. <br /> <br />ALTERNATIVES <br />1. City Council may choose to not make the findings, which would be contrary to <br />State law. <br />2. City Council may direct staff to make modifications to the Account Report. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact associated with accepting the Account Report or making <br />findings as required by State law. <br /> <br />ENVIRONMENTAL REVIEW <br />The actions associated with this report do not constitute a project pursuant to the <br />California Environmental Quality Act guidelines. <br />7.2.A. - Page 2
