This reasonable relationship remains
between the current need for the Fee and the purpose for which it was
originally collected;
(c) The City has established a separate fund to account for fees
to finance the implementation of transportation improvements identified in
the 2000 Study as mitigation measures for continued development within
the City, as documented in the financial account statements included in
the Account Report. The City’s adopted General Plan identified
transportation improvements to mitigate measures for continued
development in the City. Transportation Impact Fees collected previously
and in the future are necessary to fund the transportation improvements.
The overall total year-end balance for Fiscal Year 2013-14 in the
Transportation Impact Fee account is $9,473,990. Direct developer
contributions to some improvements, as well as State and regional grants
and funding programs, and other funds under City control, are anticipated
sources of funding to complete financing of incomplete improvements;
and
(d) Identified transportation improvements are scheduled to be
implemented over time as sufficient funds become available. Some, but
not all, of the identified improvements (such as the Blomquist Road
Extension) are of such size that sufficient funds have not been collected
ATTY/RESO.3088/CC RESO TRAFFIC IMPACT MITIGATION FEE
REV: 05-19-15 VR
Page 4 of 5
7.2.A. - Page 7
