REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 8, 2015 <br /> <br />SUBJECT <br />Resolution identifying the terms and conditions for Redwood City Fire & Rescue <br />personnel assigned to an emergency incident. <br /> <br />RECOMMENDATION <br />Adopt a resolution accepting the terms and conditions for Redwood City Fire <br />Department personnel assigned to an emergency incident. <br /> <br />BACKGROUND <br />Redwood City Fire Department participates in the California Fire Assistance Agreement <br />(CFAA) which is a Mutual Aid agreement. Under the terms of the current agreement <br />Redwood City (City) is reimbursed when personnel are called to a fire under the CFAA <br />agreement. The CFAA has expired and has been running off several extensions. <br /> <br />The California Fire Assistance Agreement Committee has conducted both the five year <br />review of the recitals portion of CFAA, as well as the yearly review of exhibits. Changes <br />have been made to the rates, methodologies and formulas of this agreement. <br /> <br />For routine responders (now referred to as Suppression Personnel), it was stated in the <br />previous agreement that if the duration of the response exceeds 12 hours, <br />reimbursement for personnel and emergency apparatus shall cover the entire time of <br />commitment, beginning at the time of initial dispatch from home base to the time of <br />return to home base. <br /> <br />In the current agreement, if the duration of the response exceeds 12 hours, and local <br />agencies have an existing MOU/MOA/GBR or equivalent that indicates compensation <br />for all hours worked, reimbursement for personnel and emergency apparatus shall <br />cover the entire time of commitment, beginning at the time of initial dispatch from home <br />base, to the time of return to home base. If local agencies do not have an existing <br />MOU/MOA/GBR or equivalent that indicates compensation for all hours worked, local <br />agencies will be reimbursed for actual hours worked. <br /> <br />ANALYSIS <br />Redwood City Fire Department is one of approximately 800 fire departments in the state <br />of California that participates in both Master Mutual Aid and assistance for hire on <br />incidents throughout California and other states.
