Understanding between the City of Redwood City and the Governor’s Office for the
State of California Office of Emergency Services. The Resolution is identifying that
when Redwood City Fire Department units and/or personnel are responding on State or
Federal Incidents under the California Fire Assistance Agreement (CFAA), the
Redwood City Fire Department will pay employees Portal-to-Portal and therefore, the
state of California will reimburse Redwood City for total time, in addition to appropriate
costs, plus the administration fees for these incidents.

ALTERNATIVES
1. Do not approve the Resolution authorizing reimbursement for Portal to Portal and
the City will only be reimbursed for actual hours worked.

FISCAL IMPACT
There will be no impact to the General Fund, as all expenditures are reimbursed from
the state.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines section 15378,
because it involves continuing administrative activities and has no potential for resulting
in either a direct or foreseeable physical change in the environment.

JIM SKINNER
FIRE CHIEF

ROBERT B.
