REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 8, 2015 <br /> <br />SUBJECT <br />Adoption of Redwood City Strategic Plan <br /> <br />RECOMMENDATION <br />Adopt by motion the City of Redwood City Strategic Plan. <br /> <br />BACKGROUND <br />The City Council adopted a Strategic Plan in 2009, which was subsequently revised in <br />2010. The Council’s vision in adopting this plan was to set forth the ongoing areas of <br />focus that accomplish the City’s mission of “Building a Great Community Together.” It <br />was recognized that these priority areas would not change from year to year, although <br />the programs and activities within them would be updated and reported on annually. <br />During the Council’s recent retreats, it has confirmed the six priority areas, with direction <br />to revitalize the plan document as described below. A draft plan was presented to the <br />Council during the midyear budget review on February 23, 2015. It is now before <br />Council for official adoption. <br /> <br />ANALYSIS <br />The City’s Strategic Plan has been revised to incorporate Council direction to better <br />reflect the City’s commitment to senior services and investment in infrastructure. <br />Council also suggested that the descriptions of the Initiatives could be refreshed to <br />ensure that they continue to represent our critical and enduring work. Accordingly staff <br />from all departments and levels of the organization were engaged in a process to define <br />the Initiatives in a current and meaningful way and develop goals to further explain how <br />the City works to achieve each Initiative. Finally, Council expressed an interest in <br />identifying outcome measures to more easily assess and communicate the City’s <br />progress. A team of analysts from each department worked to develop such measures. <br /> <br />The six Initiatives of the revitalized Strategic Plan are: <br />· Community Building and Communication: Working together, we build a <br />community that is welcoming, vibrant and actively engaged in the life of our city <br />· Government Operations: We manage the operations of the City as an engaged, <br />collaborative and responsive team of professionals to provide effective, accountable <br />9.B - Page 1
