REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 8, 2015 <br /> <br />SUBJECT <br />Emergency Regulations for Statewide Urban Water Conservation <br /> <br />RECOMMENDATION <br />Adopt a resolution implementing new mandatory emergency water conservation <br />regulations from the State Water Resources Control Board. <br /> <br />BACKGROUND <br />On April 1, 2015, Governor Brown issued a new Executive Order B-29-15, which directs <br />the State Water Resources Control Board (SWRCB) to adopt new water restrictions on <br />urban water suppliers to achieve a statewide 25 percent reduction in potable urban <br />water usage through February 2016. On May 5, 2015, the SWRCB adopted new <br />California Code of Regulation, Title 23, Section 866 and re-adopted and amended <br />Sections 863, 864 and 865 to achieve the 25% reduction. Under Section 866, SWRCB <br />places each Urban Water Supplier into one of eight tiers which are assigned a <br />conservation standard, ranging between four percent and 36 percent. In recognition of <br />its longstanding success in water conservation, Redwood City was placed in Tier Two, <br />requiring an eight percent mandatory reduction in potable water use compared to its <br />2013 water use. <br /> <br />The SWRCB’s new regulations require that Urban Water Suppliers implement new <br />temporary outdoor water restrictions. The regulations will remain in effect for 270 days <br />after filing with the Secretary of State. <br /> <br />Accordingly Redwood City must comply with the following: <br />· Adopt and implement new temporary water restrictions <br />· Report urban water use to State Water Board <br /> <br />ANALYSIS <br />Council adopted outdoor water use restrictions through Resolution No. 15362 on <br />August 25th, 2014, in compliance with SWRCB’s emergency regulation for statewide <br />urban water conservation last year. <br /> <br />To comply with SWRCB’s new water restrictions (Resolution No. 2015-0032) adopted <br />on May 5th 2015, the City is required to adopt the following new water restrictions: <br /> <br />10.A. - Page 1
