REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 8, 2015 <br /> <br />SUBJECT <br />Parcel map and associated agreements for the development at 103 Wilson Street by <br />Redwood City Jefferson, LLC <br /> <br />RECOMMENDATION <br />1. By motion, approve the Parcel Map for lot merger at 103 Wilson Street <br />2. By motion, approve and authorize the City Manager to execute an Improvement <br />Agreement with Redwood City Jefferson, LLC <br />3. By motion, approve and authorize the City Manager to execute a Landscape <br />Maintenance Agreement with Redwood City Jefferson, LLC <br />4. By motion, approve and authorize the City Manager to execute a Stormwater <br />Treatment Measures Maintenance Agreement with Redwood City Jefferson, LLC <br /> <br />BACKGROUND <br />The project is a seven-story, 175 for-rent apartment development above a partially <br />subterranean two-level parking garage. On October 14, 2014, the Planning <br />Commission approved the Vesting Tentative Parcel Map and Downtown Planned <br />Community Permit for 103 Wilson Street. The site formerly housed a vacant, 22-unit <br />apartment building, a one-story commercial bakery, a vacant, one-story single family <br />home, and private surface parking. City staff is currently in the process of determining <br />whether the single-family home can be moved to a new location. <br /> <br />ANALYSIS <br />The developer’s engineer completed the parcel map, improvement plans, and <br />specifications compliant with the Subdivision Map Act, Redwood City Ordinances, City <br />Standards, and to the satisfaction of the City Engineer. The parcel map merges seven <br />existing parcels into one, two of which were previously partially owned by the City. <br />These two lots were divided and a portion of each lot was sold to the developer within <br />the terms of a Property Disposition Agreement approved by City Council on October 6, <br />2014. Improvements include new sewer, storm and water services, a new fire hydrant, <br />sidewalk modifications per Downtown Precise Plan standards, trees, and street lighting. <br /> <br />The developer, Redwood City Jefferson, LLC, will post bonds in the amount of <br />$1,539,713.00 as required by the Improvement Agreement. All work associated with <br />this project is being paid for by the developer, except for certain sidewalk, curb, gutter <br />and landscaping work that qualifies for a partial Transportation Impact Fee credit in <br />7.1.D. - Page 1
