EXHIBIT "A"
Scoae of Services:
Consultant will provide professional engineering services to the City's Community
Development Department in regards to current and potential improvements needed for
Seaport Centre Maintenance District.
Task 1. Data Collection and Existing Conditions Evaluations
Task 1a. Attend Coordination Meetings and Project Management
Consultant will coordinate with property owners and tenants, as needed, to ensure
timely progress is made. This includes coordinating site access for survey crews.
Task 1 b. Site Review, Survey, and Observations
CONSULTANT will perform a site walk of the pertinent areas. Consultant will review
levee structures and bay side erosion control, such as potential sloughing or rip-rap
attrition. Levee review will be limited to obvious flaws and does not include any
structural or geotechnical analysis. A topographic survey will be prepared to document
the crest height of the levees. GPS (NAVD88) survey shots will be taken every 50-feet
along the overall levee length of approximately 5,200-feet. The elevation datum of this
survey will match the previous survey performed in 2010, for easy comparison.
Task 2. Evaluate Proposed Projects and Probable Construction Cost
Task 2a. Inspection and Observation Evaluatfon
Consultants will compile the inspection and observation data for further review. Review
will include identifying specific deficiencies and areas that may need repair in the near
future. These areas will be tabulated and located on an exhibit for later use in the
report.
Task 2b. Proposed Project Identification
Based on the areas identified in Task 2a, Consultant will outline conceptual repair
projects. Concepts will be described in short list form, given identification numbers for
cross-referencing and shown schematically on an exhibit for later use in the repot.
The survey of levee heights will be plotted on a similar plan and profile as previous
levee height survey done that was done in 2010. This will help identify locations that
may have settted, or that may have been recently improved relative to the previous
survey. Conceptual level calculation of the volumes and costs which it will take to raise
the levees, both the earthen levees and the structural wall portions, from the present
condition to the current base flood elevation plus freeboard of 10.8 (NAVD88).
Task 2c. Engineer's Opinion of Probable Construction Cost
Based on the projects identified in Task 2b, Consultant will prepare an Engineer's
Opinion of Probable Construction cost. At a conceptual level, these costs will be based
on typical unit cost of replacement and reflective of the conceptual nature of the
proposed work. Consultant will not be obtaining bid costs from contractors.
REV:05-11-15 VR
ATTY/AGR2015.092/BKF-Condition Report Update-Levee Survey
