_ _ __ _
Task 4: Evaluate Stormwater System
In this task, Consultant's sub-consultant Wood Rodgers will perform a stormwater
drainage system analysis to determine stormwater drainage system infrastructure
requirements to serve the Specific Plan Area. The current model includes the
Police Station and Oddstadt basins. The model will need to be updated to include
the Seaport basin. Due to the fact that the Penebscot watershed (Ferrari Property,
with water-dependent development) does not have an existing drainage system,
improvements will not need to be modeled, but rather extrapolated from improvements
for the other systems. The model will reflect storm drain capacities necessary to
meet City requirements — MS4 permit requirements will not be modeled, but will be
addressed in the report. The following work will be performed:
• Update the Hvdraulic Model: Update the City's existing stormwater drainage
system hydraulic model to include the Seaport Boulevard basin, and allocate
stormwater flows provided by the City for the various potential .uses in the
Specific Plan area.
• PerForm Hydraulic Evaluation of Existinq and Proposed Storm Drain Svstem:
Perform a hydraulic analysis for the existing stormwater drainage system
(existing development conditions) for a 10-year and 100-year storm. Add
proposed land use conditions for the Seaport, Oddstadt, and Police Station
basins and identify necessary improvements for the 10-year and 100-year
storm events. Utilize hydraulic evaluation criteria developed in consultation
with the City.
• Identify Facility Impacts bv Parcel: Allocate infrastructure capacity to the four
parcels within the Specific Plan area using a methodology developed in
consultation with the City. This information will be used in future evaluations
by the City to determine impact fees associated with development of the
Specific Plan area.
City Data Requirements: 1) Storm drainage as-built information for areas in the Specific
Plan not already included in the City model.
Task 5: Prepare Engineering Report
In this task, Consultant will prepare an Engineering Report summarizing the hydraulic
findings and conclusions. Budgeting assumes that the report will include 9 to 13
pages of text (one page introduction, finro to three page description for each system),
and will include one to two exhibits per system, showing locations and diameters of
existing and proposed facilities.
The draft report will be submitted to the City for review, and a meeting (budgeted in
Task 6) will be held to review the City's comments. A final Engineering Report will
be submitted after receiving City's comments. Budgeting assumes that no
significant changes will be required to prepare the final Engineering Report.
ATTY/AGR/2015.095/WEST YOSTASSOCIATES—INNER HARBOR UTILITIES EVALUATION
REV:05-13-15 VR
