Page 1 of 3 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 22, 2015 <br /> <br />SUBJECT <br />Amendment No. 2 to the Professional Services Agreement with MIG Inc. for facilitation <br />and preparation of the Inner Harbor Specific Plan <br /> <br />RECOMMENDATION <br />By Motion, approve and authorize the City Manager to execute the Second Amendment <br />to the Agreement for Professional Services with MIG in the amount of $127,584 (for a <br />total of $553,317) for Facilitation and Preparation of the Inner Harbor Specific Plan. <br /> <br />BACKGROUND <br />Creation of a plan for development in the Inner Harbor (generally the area between <br />Highway 101 and Seaport Industrial Area and Redwood Creek and the Union Pacific rail <br />spur to the Port) is recommended in the City’s General Plan. In the fall of 2012, staff <br />recommended initiating a public process to identify the community’s vision of <br />development of this important connection of the City to the Bay. A fifteen-member Task <br />Force was selected to work with staff, consultants, and the community focused on the <br />goal of presenting a recommendation for the Inner Harbor. The Task Force presented <br />their recommendations on May 12, 2014 at a joint meeting of the Planning Commission <br />and City Council. <br /> <br />After researching firms with experience in waterfront planning, staff issued a Request <br />for Qualifications (RFQ) for services to support the development of an Inner Harbor <br />plan. All three firms who received the RFQ (Design Community and Environment, BMS <br />Design, and MIG) responded to this request. <br /> <br />Staff reviewed the qualifications of the three firms and invited MIG working with Hogle- <br />Ireland (which was subsequently acquired by MIG) to submit a proposal to provide <br />professional services in support of the Inner Harbor planning effort. Staff was impressed <br />with the firms’ long history and strong performance record in both planning and <br />facilitation. Staff had also recently established a constructive working relationship with <br />both MIG and Hogle-Ireland through their work on the City’s General Plan and <br />Downtown Precise Plan. <br /> <br />In order to move forward with the planning effort in a timely manner, staff negotiated a <br />start-up contract with MIG for $59,885 in June 2013. This initial agreement provided <br />funding for the consulting firm to begin early work on collecting background data, <br />scoping needed studies, selecting and securing subconsultants, and conducting the first <br />7.1.G. - Page 1
