three Task Force meetings. The consultants established a website for the project,
which has served as the primary public information resource throughout the project.

The first Amendment to the Agreement, approved by City Council and executed by staff
on August 29, 2013, extended the scope of work as was necessary to more completely
describe the tasks and activities of the consultant throughout the process. As the
scoping of the planning effort became clearer to staff and the consultants, it was
recognized that rather than a Precise Plan, as was prepared for the Downtown, a
Specific Plan was the appropriate planning device. The recommended scope of work in
the Amendment to the Agreement, included the completion of considerable technical
reports and analysis, including financial, engineering and land use planning, as are
required to complete a Specific Plan.

The consultants’ amended scope of work also included planning and facilitation of eight
Task Force meetings and a community-wide meeting, in addition to presentations to the
Planning Commission and City Council. The consultant was responsible for providing
content to the website and coordinating with City staff on the website’s maintenance.
They were also responsible for outreach to other agencies, from local through federal,
to assure coordination of the eventual Plan with any efforts by these agencies.

ANALYSIS
Early in the Task Force process, it became apparent to City staff that the anticipated
Task Force meeting structure needed to be more responsive to the inquiries and needs
of the Task Force and members of the public. In response three additional task force
meetings were required to produce as task force recommendations. The City also
requested additional consulting staff that was not originally scoped to assist in
facilitating the Task Force meetings and for meetings recordation and administrative
assistance. The additional meetings and project facilitation require a scope and budget
amendment.

Additional scope and budget are also required to facilitate technical analysis for the
Plan’s environmental review (conducted by the City’s other specific plan consultant,
ESA, Inc). This additional analysis includes visual resources and infrastructure. In
addition, MIG was asked to participate in team meetings related to sea-level rise as this
issue has the potential to affect the Inner Harbor area and the policies that would be
contained within the specific plan. MIG will coordinate their efforts with ESA, Inc. in
order to complete the environmental impact report.

MIG would to provide additional studies and services, including preparation of additional
Plan graphics, a study of specific plan alternative build-out calculations, assisting with
the preparation of cost estimates relating to new infrastructure in the plan area,
attendance at Planning Commission and City Council meetings, preparation of a Draft
Final Plan and additional coordination with ESA, Inc. on environmental issues.

This Amendment Number 2 also includes a contingency budget of $5,000 to account for
additional tasks beyond those described above. This would include additional team
7.1.G. - Page 2
