The consultants established a website for the project, <br />which has served as the primary public information resource throughout the project. <br /> <br />The first Amendment to the Agreement, approved by City Council and executed by staff <br />on August 29, 2013, extended the scope of work as was necessary to more completely <br />describe the tasks and activities of the consultant throughout the process. As the <br />scoping of the planning effort became clearer to staff and the consultants, it was <br />recognized that rather than a Precise Plan, as was prepared for the Downtown, a <br />Specific Plan was the appropriate planning device. The recommended scope of work in <br />the Amendment to the Agreement, included the completion of considerable technical <br />reports and analysis, including financial, engineering and land use planning, as are <br />required to complete a Specific Plan. <br /> <br />The consultants’ amended scope of work also included planning and facilitation of eight <br />Task Force meetings and a community-wide meeting, in addition to presentations to the <br />Planning Commission and City Council. The consultant was responsible for providing <br />content to the website and coordinating with City staff on the website’s maintenance. <br />They were also responsible for outreach to other agencies, from local through federal, <br />to assure coordination of the eventual Plan with any efforts by these agencies. <br /> <br />ANALYSIS <br />Early in the Task Force process, it became apparent to City staff that the anticipated <br />Task Force meeting structure needed to be more responsive to the inquiries and needs <br />of the Task Force and members of the public. In response three additional task force <br />meetings were required to produce as task force recommendations. The City also <br />requested additional consulting staff that was not originally scoped to assist in <br />facilitating the Task Force meetings and for meetings recordation and administrative <br />assistance. The additional meetings and project facilitation require a scope and budget <br />amendment. <br /> <br />Additional scope and budget are also required to facilitate technical analysis for the <br />Plan’s environmental review (conducted by the City’s other specific plan consultant, <br />ESA, Inc). This additional analysis includes visual resources and infrastructure. In <br />addition, MIG was asked to participate in team meetings related to sea-level rise as this <br />issue has the potential to affect the Inner Harbor area and the policies that would be <br />contained within the specific plan. MIG will coordinate their efforts with ESA, Inc. in <br />order to complete the environmental impact report. <br /> <br />MIG would to provide additional studies and services, including preparation of additional <br />Plan graphics, a study of specific plan alternative build-out calculations, assisting with <br />the preparation of cost estimates relating to new infrastructure in the plan area, <br />attendance at Planning Commission and City Council meetings, preparation of a Draft <br />Final Plan and additional coordination with ESA, Inc. on environmental issues. <br /> <br />This Amendment Number 2 also includes a contingency budget of $5,000 to account for <br />additional tasks beyond those described above.
