REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 22, 2015 <br /> <br />SUBJECT <br />Amendment No. 2 to the Professional Services Agreement with Environmental Science <br />Associates for Preparation of an Environmental Impact Report for the Inner Harbor <br />Specific Plan. <br /> <br />RECOMMENDATION <br />By motion, approve and authorize City Manager to execute the Second Amendment for <br />Professional Services with Environmental Science Associates in the amount of <br />$135,480 (for a total of $512,335) for Preparation of an Environmental Impact Report for <br />the Inner Harbor Specific Plan. <br /> <br />BACKGROUND <br />Creation of a plan for development in the Inner Harbor (generally the area between <br />Highway 101 and Seaport Industrial Area and Redwood Creek and the Union Pacific rail <br />spur to the Port) is recommended in the City’s General Plan. In the fall of 2012, staff <br />recommended initiating a public process to identify the community’s vision of <br />development of this important connection of the City to the Bay. A fifteen-member Task <br />Force was selected to work with staff, consultants, and the community focused on the <br />goal of presenting a recommendation for the Inner Harbor. The Task Force <br />recommendations were presented on May 12, 2014 at a joint meeting of the Planning <br />Commission and City Council. <br /> <br />Staff solicited a proposal for preparation of an Environmental Impact Report from three <br />consulting firms in the Bay Area. Staff selected ESA because of their technical <br />experience in evaluating the impacts of sea level rise and preparing documents dealing <br />with the complexities of Bay side development. A traditional RFP process was not <br />implemented because, after talking with the other firms, staff believed that ESA’s <br />possessed the internal resources and expertise in sea level rise analysis to best meet <br />the schedule for implementation of a Specific Plan and provide the technical support for <br />the Task Force analysis. <br /> <br />Similar to the process for beginning the planning process, staff initiated a small starter <br />agreement so that ESA could begin the technical studies and reports that are essential <br />to the education of the Task Force and which will form the basis of analysis for the EIR. <br />That Agreement was for $59,995 and was executed in August 2013. Amendment <br />Number 1, approved by City Council and executed by staff on November 22, 2013 <br />extended the scope to prepare all of the documents and studies required for an EIR <br />7.1.H. - Page 1
