supporting the Specific Plan and is for $316,860 for a total of $376,855, inclusive of the <br />initial starter contract. <br /> <br />ANALYSIS <br />City staff and our Inner Harbor Specific Plan consultants, ESA, Inc. and MIG, Inc. have <br />met regularly since the conclusion of the Task Force work to discuss the approach to <br />the environmental analysis. In addition, the City has received preliminary project <br />information from two separate applicants who want to develop at two sites within the <br />Inner Harbor area that would allow for commercial and residential uses. The City has <br />also received comments from the public as part of the Notice of Preparation that was <br />prepared and released in October 2014 and at a related meeting of the Planning <br />Commission where the public spoke on behalf on environmental issues that should be <br />analyzed in the EIR. The work of the Task Force, comments from the City Council and <br />Planning Commission, and the preliminary project information have shaped the direction <br />for environmental review. <br /> <br />The scope and budget for the environmental review, to be performed by ESA Inc., <br />would need to be adjusted to accommodate the additional tasks required to analyze the <br />possible environmental impacts specific plan. The additional tasks include the <br />preparation of two no-project land use alternatives and three alternative land-use <br />scenarios, including a scenario that would be less-intensive than what would be <br />proposed in the specific plan. In addition, the environmental review would also contain a <br />more-intensive scenario that would analyze, at a project level, one of the two private <br />development proposals known as Harbor View Place. The no-project alternatives would <br />each analyze expected growth allowed under 1.) The existing General Plan (2010) and <br />2.) Existing zoning. Each of these various scenarios would be compared against the <br />preferred scenario, which would be the draft Inner Harbor Specific Plan. <br /> <br />In addition to the expanded alternative scenario studies, the costs associated with <br />additional traffic analysis would increase as well. These additional costs are reflected in <br />this budget amendment. <br /> <br />The recommended scope of work and consultant effort for Amendment Number 2 is <br />$512,335. This includes the original $59,995 agreement, the $316,860 for Amendment <br />Number 1 and $135,480 for the additional scope described in this report. It should be <br />noted that the project applicant for Harbor View Place, to be studied at the project-level <br />for the EIR, will be responsible for $99,660 of the requested $135,480. <br /> <br />ALTERNATIVES <br />Council could reject the recommendation and direct staff to return with an alternative <br />solution. <br /> <br />FISCAL IMPACT <br />7.1.H. - Page 2
