REPORT
To the Honorable Mayor and City Council
From the City Manager

June 22, 2015

SUBJECT
Agreement for Service between the City of Redwood City and the Sequoia Union High
School District

RECOMMENDATION
Authorize by motion the execution of a contract with the Sequoia Union High School
District to provide a School Resource Officer four days a week at Sequoia High School for
the school year 2015-2016. The School District agrees to compensate the City of
Redwood City $30,000.00 for these services.

BACKGROUND
Since the fall of 2000, the Redwood City Police Department has, pursuant to contract, provided a
School Resource Officer four days per week at Sequoia High School. This position is funded on a
partnership basis with the police officer’s salary being partially supported by the school district for
the nine months school is in session. The School Resource Officer has been involved in a variety
of activities that enhance the safety on campus and provide a positive police presence for the
students and staff. The school staff and teachers are able to utilize the officer for resolving any
issues that arise on campus. The officer helps supervise sporting events and attends other school
functions that allow for interaction with students in a positive manner. The overall quality of life for
the students and staff has been improved with a safer school environment.
The School District has requested an officer for the 2015-2016 school year. The contract covers
the period from July 1, 2015 through June 30, 2016. The costs for the services are approximately
$106,250.00. By mutual agreement, the Sequoia Union High School District will make a single
payment of $30,000.00 to offset the cost of providing an officer. Existing police personnel
resources are being utilized to provide this service and the officer position already exists in the
police department’s budget.
ANALYSIS
The partnership between Sequoia High School and the Department has been highly
successful. The continued presence of the School Resource Officer has reduced campus
criminal activity and held gang related activity to an extremely low level. For
7.1.A. - Page 1
