example, reported gang related incidents have decreased from an average of 5 per year <br />for the school years 2008-2012 to an average of .5 incidents over the last two years. <br />Additionally, over the same period, there has been a 23% reduction in incidents <br />requiring a police intervention, down from a high of 87 in 2008-2009 to just 66 during the <br />last school year. Having a dedicated officer, present on campus on a daily basis, is <br />invaluable to the students, the staff, and the police department. Due to this consistent <br />contact, the School Resource Officer is uniquely positioned to serve as a mentor and <br />role model for “at risk” students at a critical juncture in their lives. The opportunity for <br />the officer and students to interact on a daily basis in a positive context cannot be easily <br />duplicated or replaced through other programs. A patrol officer, no matter how talented <br />or dedicated, who has other duties to attend to, simply cannot establish this type of <br />rapport with students and staff. Moreover, the relationships and trust developed <br />between the officer and students extends far beyond the campus out into the <br />community, increasing the Department’s ability to serve the needs of the citizens, and <br />particularly the youth, of Redwood City. Were the program discontinued, the Police <br />Department would be unable to provide this unique service through other channels. <br />The Department would not only anticipate a rise in the number of incidents requiring <br />police intervention, but also the loss of an important avenue for community outreach. <br /> <br />ALTERNATIVES <br />Council could decline to enter the contract and a full-time School Resource Officer <br />would not be assigned to Sequoia High School. A regularly scheduled patrol officer <br />would respond to calls for service associated with the high school. <br /> <br />FISCAL IMPACT <br />The Sequoia Union High School District agrees to pay $30,000.00 into the City of <br />Redwood City general fund. <br /> <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in the CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or foreseeable physical <br />change in the environment. <br /> <br />GREG FARLEY <br />LIEUTENANT <br /> <br />JR GAMEZ <br />CHIEF OF POLICE <br />7.1.A. - Page 2
