facilities, pedestrian and bike pathways, new public water, storm drain, and sanitary <br />sewer mains, fire hydrants, and intersection improvements. <br /> <br />The developer, RWC Harbor Communities, LLC, will post bonds in the amount of <br />$8,760,611.00 as required by the Improvement Agreement. The developer anticipates <br />completion of all improvements by Late 2017. All work associated with this project is <br />being paid for by the developer. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the final map and associated agreements for the <br />project. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. <br /> <br />ENVIRONMENTAL REVIEW <br />The City Council reviewed the Marina Shores Village Environmental Impact Report <br />(2003 EIR), and additional 2 addenda prepared in compliance with the California <br />Environmental Quality Act and determined that the mitigation measures and statement <br />of overriding considerations associated with the certification of the 2003 EIR addressed <br />the environmental effects of the project. The project has also obtained a conditional plan <br />approval from the Bay Conservation and Development Commission (BCDC) which <br />allowed construction to begin. The project has also obtained clearances for the <br />proposed improvements across the lands of the United States Fish and Wildlife <br />Services, which also includes an easement for access to the site, and the public utility <br />easements for public mains. The current work does not include any activities within the <br />jurisdictional boundaries of the Regional Water Quality Board, or the United States <br />Army Corp of Engineers, but will require additional permits from these agencies prior to <br />the work on the inner marina. Per the conditions of approval, the inner marina plans and <br />associated permits do not need to be obtained until prior to occupancy. <br /> <br /> <br />JAMES K.
