ATTACHMENT 1 <br />ATTY/RESO.3102/CC RESO 101/WOODSIDE INTERCHANGE PROJECT <br />REV: 06-15-15 VR <br />Page 1 of 3 <br />RESOLUTION NO. ____ <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />SUPPORTING THE 101/WOODSIDE INTERCHANGE PROJECT AND <br />SUBMITTING AN APPLICATION FOR MEASURE A HIGHWAY PROGRAM <br />FUNDING FOR THE 101/WOODSIDE INTERCHANGE PROJECT <br />(101/WOODSIDE INTERCHANGE APPLICATION FOR MEASURE A FUNDING) <br />WHEREAS, the City of Redwood City (herein referred to as “City”) is submitting an <br />application to the San Mateo County Transportation Authority (herein referred to as “TA”) for <br />$14,060,000 in San Mateo County Measure A Highway Program funds for activities related to <br />design and right of way phases of the 101/Woodside Interchange Project (herein referred to as <br />“PROJECT”); and <br />WHEREAS, the 101/Woodside Interchange and surrounding intersections: 1), regularly <br />exceed their capacity, causing congestion and resulting queuing onto the freeway and local <br />streets; 2), are challenging to navigate for people who walk or ride a bicycle along Woodside Road <br />and Seaport Boulevard; and 3) generally do not meet the operational and safety needs of the City <br />of Redwood City; and <br />WHEREAS, the City is currently conducting the Project Approval & Environmental <br />Document (PA & ED) phase of the PROJECT using San Mateo County Measure A Highway <br />Program funds and City matching funds, which involves development, evaluation and reporting <br />of improvement alternatives to address the above problem, and expects this work to be completed <br />and approved in June 2016; immediately thereafter, the City will request allocation by the TA of <br />previously programmed San Mateo County Measure A Highway Program funds for the design <br />phase of the PROJECT and begin this phase of work upon receipt of such allocation and <br />execution of the respective Funding Agreement therefor; and <br />WHEREAS, the current alternatives under study for the PROJECT will require increased <br />construction scope and costs than previously reported, and the City desires to increase funding <br />for the design phase of the PROJECT to reflect the increased construction scope and costs; and <br />WHEREAS, the current alternatives under study for the PROJECT will require certain right <br />of way acquisition and certification activities that the City wishes to undertake during the design <br />phase of the PROJECT, and the City desires to secure funding for these activities; and <br />7.3.A. - Page 5
