Page 1 of 2 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 22, 2015 <br /> <br />SUBJECT <br />Resolution amending the City of Redwood City's Classification and Salary Plan. <br /> <br />RECOMMENDATION <br />By resolution, approve reinstatement of the Deputy City Attorney classification and <br />amend the Classification and Salary Plan accordingly. <br /> <br />BACKGROUND <br />Pursuant to the Charter, the City Attorney is the legal advisor to the City Council and all <br />other city officials. [Charter Section 44] With its compact staff of 3 full-time in-house <br />attorneys (City Attorney plus two Assistant City Attorneys), the Legal Department <br />handles all of the City’s legal work. The City’s Classification and Salary Plan includes <br />job specifications and salary ranges for each job classification in the City, including <br />positions within the City Attorney’s office. Pursuant to the City’s Personnel Rules, the <br />City Manager periodically recommends amendments to the City’s Classification and <br />Salary Plan for Council approval, in order to ensure that the City maintains appropriate <br />staffing for the organization’s foreseeable needs. <br /> <br />ANALYSIS <br />For the last few years, the permanent legal staff of the Legal Department has been <br />supported by various attorneys serving in-house on a limited term, contract basis. The <br />contract attorney(s) typically handle research and overflow work primarily in land use. <br />Demand for service has not abated and is forecasted to increase particularly in the land <br />use arena. At this time, the City Manager recommends adding a position in the <br />classification of Deputy City Attorney to City Attorney’s office permanent staff. The <br />proposed increase in full-time staff would also allow the Department to provide more in- <br />house support for the City’s planning function, which is the greatest draw on legal <br />resources and decrease reliance on in-house contract services. <br /> <br />The Deputy City Attorney classification previously existed between 2011 and 2012, but <br />was vacated and a new attorney was later hired at the Assistant level. Accordingly, the <br />Deputy City Attorney classification was deleted as an active classification and removed <br />from the Salary Plan by Council action on December 2, 2012. <br /> <br />The job specifications approved in 2011 still accurately capture the scope and <br />qualifications for the Deputy City Attorney classification.
