The <br />plan also tries to strike a balance between providing a comprehensive picture of the <br />project’s impacts without being excessive. Measurable data focus on how use of the <br />street changes as a result of the pilot. An example is what share of cars is traveling <br />faster than the speed limit. Qualitative results try to capture how it feels to use the street <br />– do visitors to Stulsaft Park feel safer getting to the park following the roadway <br />reconfiguration. <br /> <br />Key components of the plan, which will be compared before and after the pilot, are: <br />· Number of collisions along the whole corridor <br />· Vehicle speeds – both average speeds and the percent travelling more than 10 <br />mph over the speed limit <br />· Percent of drivers who yield to people crossing the street <br />· Travel times through the whole corridor <br />· Average vehicle delay <br /> <br />Many respondents provided thoughtful feedback on the evaluation plan. All of the <br />feedback was reviewed for technical feasibility and consistency with project goals and <br />design. Suggestions to include the number traffic citations issued, for example, were not <br />included. Citation numbers are heavily dependent on how much time the police <br />department spends enforcing on site and is difficult to compare consistently in before <br />and after conditions. <br /> <br />There was a lot of interest expressed in additional data collection at the intersection of <br />Farm Hill Boulevard and Emerald Hill. Because the design of this intersection is not <br />changing as part of the pilot, the evaluation plan was not modified. However, as staff <br />7.1.C. - Page 3
