REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 22, 2015 <br /> <br />SUBJECT <br />Resolution calling the November 3, 2015 Election for four City Council vacancies, <br />requesting the San Mateo County Board of Supervisors to consolidate said election with <br />the Consolidated Municipal, School and Special District Election and authorize the City <br />Clerk to execute County Services agreement, and by motion, require candidates to pay <br />for the candidate statement costs. <br /> <br />RECOMMENDATION <br />Adopt resolutions related to the General Municipal Election of November 3, 2015 as <br />follows: <br />i) Resolution calling for the holding of a General Municipal Election to be held on <br />November 3, 2015 for the election of four municipal officers; <br />ii) Resolution requesting the Board of Supervisors of the County of San Mateo to <br />Consolidate a General Municipal Election to be held on Tuesday, November 3, <br />2015, with the Consolidated Municipal, School and Special District Election and <br />authorizing the City Clerk to execute County Services agreement; <br />iii) Adopting Regulations for Candidate Statements and by motion, require candidates to <br />make deposit in the amount of $583.00 to cover estimated candidate statement printing <br />and translation costs. <br /> <br />BACKGROUND <br />City law requires that the General Municipal Elections be held on November 3 of this <br />year for the election to office of four (4) City Council members. The California Elections <br />Code provides for the consolidation of local elections, ordered by one of the jurisdictions <br />calling an election on the same date in the same or overlapping territory. Previously, the <br />City of Redwood City has consolidated previous elections with accurate, efficient and <br />cost-effective results and it is recommended that the City Council order consolidation for <br />the November 3, 2015 General Municipal Election. <br /> <br />This year the San Mateo County Elections Office has also offered San Mateo County <br />jurisdictions the opportunity to “opt in” a pilot program, as set by Elections Code 4001 <br />(AB 2028), and have an all-mailed ballot election with minimal polling sites. The City <br />Council will address this matter at its Council meeting of July 27, 2015. <br /> <br />ANALYSIS <br />The San Mateo County Elections Office provides certain election services for the City of <br />7.3.E. - Page 1
