Redwood City and other agencies and districts by the execution of a binding contract for <br />services (attached). Therefore, The City Council is being requested to call the General <br />Municipal Election and to consolidate it with the Consolidated Municipal, School and <br />Special District election to be held on the same day for the purpose of electing four City <br />Council Members for the full term of four (4) years each. <br /> <br />The calling of the election must occur prior to the nomination period and the City <br />Council must act in regards to other matters in advance of the filing period. In addition, <br />the City Clerk will be publishing a notice of Election between the dates of June 29 and <br />July 13, 2015. For those interested in running for Office of City Council, the candidate <br />filing period will be between July 13 and August 7, 2015. Nomination papers are <br />available through the City Clerk only. <br /> <br />As in prior years, the resolution calling for the election does not specifically address <br />what occurs if, two more persons receive an equal and highest number of votes for <br />election (fourth and fifth placed candidates in this election) thus defaulting to a by lot <br />determination pursuant to procedures articulated in the Elections Code. However, the <br />City Council also has the option of requiring that such a tie vote be resolved by a special <br />run-off election but only if the City adopts the provisions of Elections Code Section <br />15651(b) prior to the conduct of the election. a special election creates additional <br />election costs. If that is the wish of the City Council, it would direct the City Clerk to add <br />the following provision to the resolution calling for the election: <br /> <br />That in the event of a tie vote (if any two or more persons receive an equal and <br />the highest number of votes for an office) as certified by the Election Official, the <br />City Council in accordance with Election Code Section 16561(b) shall conduct a <br />special runoff election to resolve the tie vote in accordance with the timeframes <br />and requirements specified therein. <br /> <br />A related matter is adopting regulations pertaining to candidate statements and how the <br />cost of printing and handling of candidate statements will be addressed. The candidate <br />statement is optional, and if a candidate opts to have a candidate statement it will be <br />published in three languages since Redwood City is in a tri-lingual county. It is <br />recommended to the City Council that candidates choosing to have a candidate <br />statement will pay the estimated cost of $583 at the time of filing their nomination <br />papers. As in prior years, the resolution pertaining to candidate statements limits the <br />candidate’s description to no more than 200 words relating to the candidate’s education <br />and qualifications. <br /> <br />The City Council will be asked to make a decision on whether to hold an all-mailed <br />ballot election at its July 27, 2015. The deadline to adopt such resolution is August 7, <br />2015. <br /> <br />ALTERNATIVES <br />The City Council could elect to conduct its own elections but this would dramatically <br />increase the costs to the City and to candidates. <br />7.3.E. - Page 2
