Recommended Bidder: Bayside Stripe & Seal, Inc. <br />Substantiation: Bayside Stripe & Seal, Inc. is the lowest responsive and <br />responsible bidder. <br /> <br />The apparent low bid was determined by the Total Base Bid. The total base bid of <br />$161,816.60 from Bayside Stripe & Seal, Inc. is 21% lower than the engineer’s estimate <br />of $204,019.00. Based upon the bids received, staff believes that the low bid of <br />$161,816.60 is reasonable and recommends awarding the contract to Bayside Stripe & <br />Seal, Inc. <br /> <br />Construction is scheduled for summer 2015, when schools are closed and traffic is <br />lighter. Before construction starts, notices of the proposed work will be mailed to area <br />residents, Enews, and changeable message signs will be placed in advance of the <br />construction zone. Updates on construction progress will be available on the City’s <br />website. <br /> <br />ALTERNATIVES <br />For the construction contract, Council may choose to: <br />1. Not award the construction contract and to direct staff to redesign and/or rebid <br />this project, or <br />2. Not proceed with project construction <br /> <br />For the evaluation and monitoring plan, Council may choose to: <br />1. Make minor modifications to the plan, or <br />2. Direct staff to incorporate Council comments into a revised evaluation and <br />monitoring plan and return to Council for approval. <br /> <br />FISCAL IMPACT <br />Funding for the project will come from Traffic Mitigation Fees Fund - Traffic Calming <br />which has an available balance of $412,890, as of April 30, 2015. <br />ENVIRONMENTAL REVIEW <br />The City of Redwood City has determined that the Farm Hill Boulevard Street <br />Improvement Pilot Project (Farm Hill Boulevard & Jefferson Avenue Signing and <br />Striping Project) is categorically exempt from CEQA under Class 6 (Section 15306) <br />because the purpose of the project is to collect data to evaluate the project’s impact on <br />traffic operations, safety, and livability. <br /> <br />7.1.C. - Page 5
