REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 22, 2015 <br />SUBJECT <br />Award of Contract – 2014-2015 Watermain Replacement Project <br /> <br />RECOMMENDATION <br />By motion, approve, and authorize the City Manager to execute, the contract documents <br />and award the standard form contract 00520 for the 2014-2015 Watermain <br />Replacement Project to Casey Construction, Inc. of Redwood City for their responsive <br />and responsible low bid of $997,472.00 and authorize the City Manager to increase the <br />contract amount, if necessary, up to 10% of the amount awarded, not to exceed <br />$1,097,219.20. <br /> <br />BACKGROUND <br />On October 10, 2011, the City Council accepted the Water System Master Plan Report <br />and directed staff to move forward with specific recommendations for future Council <br />consideration. The Water System Master Plan prioritizes replacement of the system <br />pipeline into seven priorities or programs in order to improve the reliability of the system <br />and provide improved fire protection. The following reports describes the project <br />proposed, the results of the bid process to complete this work and the recommended <br />contractor. <br /> <br />ANALYSIS <br />The 2014-2015 Watermain Replacement Project will replace “priority one” water mains <br />which are generally water mains 4-inches in diameter or smaller; as well as water mains <br />that are greater than 4-inches in diameter and have had at least four leaks in the past <br />seven years. The project scope of work includes replacing approximately 5,000 linear <br />feet of deteriorated cast iron water pipeline (distribution and transmission systems within <br />City of Redwood City right of way) with more durable 8-inch PVC pipes. Lateral service <br />connections (118) and existing fire hydrants (7) will be replaced, in addition to new fire <br />hydrants (3) at locations recommended by the Redwood City Fire Department.
