Express Plumbing, Inc. – San Mateo $1,578,500.00 <br /> <br />Engineer’s Estimate $1,200,000.00 <br />Recommended Bidder: Casey Construction, Inc. <br /> <br />Substantiation: Casey Construction, Inc. is the lowest responsive and responsible bidder. <br /> <br /> <br />The low bid of $997,472.00 submitted by Casey Construction, Inc. is approximately 20% <br />lower than the engineer’s estimate of $1,200,000.00. Casey Construction, Inc. has <br />successfully completed similar projects in the past and is a qualified contractor. Based <br />on the bids received, staff believes that the low bid is reasonable and recommends <br />awarding the contract to Casey Construction, Inc. <br /> <br />Construction is expected to begin at the beginning of August, 2015, and conclude within <br />120 calendar days. The City will give notice to all residents and businesses that might <br />be affected by the construction. Additionally, the contractor is obligated to notice area <br />residents and businesses two weeks prior to the start of work on each street and/or two <br />days prior to any interruption of water service. Signage that contains project information <br />will be posted at the construction sites and construction updates will be available on the <br />city’s website. <br /> <br />ALTERNATIVES <br />Council may choose not to award the contract and direct staff to redesign and/or rebid <br />this project. Continued deterioration of the watermain in the project area will increase <br />replacement costs and may result in pipe breakages that could interrupt service, <br />damage roadways and/or private property. <br /> <br />FISCAL IMPACT <br />Funds for the general work of this project have been approved and appropriated in the <br />Fiscal Year 2014/15 budget as Water Fund Capital Projects – Distribution System <br />Replacement Program which has an available balance of $1,374,959.31 as of April 30, <br />2015. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the 2014-2015 <br />Watermain Replacement Project meets the California Environmental Quality Act <br />(CEQA) exemption criteria as set forth in Section 15302(C) (replacement or <br />reconstruction of existing utility system and/or facilities involving negligible or no <br />expansion of capacity). A Notice of Exemption has been filed with the office of San <br />Mateo County on May 5, 2015. Furthermore, this project has been designed compliant <br />with the city’s Engineering Standards and currently accepted practices. <br /> <br />This project does not require a National Pollutant Discharge Elimination System <br />(NPDES) General Permit for stormwater discharges associated with construction and <br />land disturbance activities pursuant to Attachment A.2 of Order 2010-0014-DWQ which <br />7.1.E. - Page 2
