REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 22, 2015 <br />SUBJECT <br />Purchase of One Combination Sewer and Storm Drain Cleaning Truck <br /> <br />RECOMMENDATION <br />Approve, by motion, the purchase of one combination sewer and storm drain cleaning <br />truck in the amount of $325,648.00 from Municipal Maintenance Equipment of <br />Sacramento, CA. <br /> <br />BACKGROUND <br />The Public Works Services Department currently operates a 2004 model year <br />combination sewer and storm drain cleaning truck which has exceeded its useful life <br />and is scheduled for replacement. Fleet and Wastewater Division staff developed <br />vehicle specifications for the replacement truck based on historical experience with <br />similar type trucks as well as the specific needs of the department. The combination <br />cleaning truck will be used by the Sanitary Sewer Maintenance Section for their sewer <br />main flushing program, and by the Storm Drain Maintenance Section for suction <br />cleaning of storm drain catch basins as required by the National Pollutant Discharge <br />Elimination System (NPDES) permit. <br />ANALYSIS <br />On April 3, 2015, staff advertised the release of a Notice Inviting Bids (NIB) for one new <br />combination cleaning vacuum machine in a local newspaper. Two (2) sealed bids were <br />received and opened in City Hall on April 29, 2015. Bids were received from Municipal <br />Maintenance Equipment and Nixon-Egli Equipment Co. The following table displays the <br />price proposed by each bidder. <br /> <br />Bidder Bid Amount <br />Municipal Maintenance Equipment $325,648.00 <br />Nixon-Egli Equipment Co. $333,537.82 <br />Recommended Bidder: Municipal Maintenance Equipment <br />Substantiation: Municipal Maintenance Equipment was selected as the lowest responsible <br />bidder based on their competitive price and ability to meet the vehicle specifications outlined <br />in the bid. <br />7.1.F. - Page 1
