and coordinate such services on a countywide basis on behalf of the County and <br />Cities and the Cities agree to reimburse the County for such costs; and <br />WHEREAS, such agreements are authorized and provided for by Section <br />51300, et seq. of the California Government Code and under the County and Cities <br />respective police powers; and <br />WHEREAS, pursuant to state law including, but not limited to Food and Agricultural <br />Code Section 31106, Corporations Code Sections 14501 and 14503, and Government Code <br />Section 31000, County may contract for the furnishing of such services; and <br />WHEREAS, it is necessary and desirable that a contractor be retained for the <br />purpose of providing animal care and control and shelter services, as required under <br />local and state law and in the interest of the public safety and welfare, for the entire <br />unincorporated territory of the County of San Mateo and all cities of the County of <br />San Mateo which have contracted with the County for such; and <br />WHEREAS, in June 2015, the Board approved an agreement with PHS for <br />animal shelter and field services, in an amount not to exceed $31,431,282 for a term <br />from July 1, 2015 through June 30, 2020, in which PHS agrees to perform and <br />County agrees to compensate PHS for performance of certain specified animal care <br />and control and shelter services; and <br />WHEREAS, PHS is a private, nonprofit corporation organized under the <br />California Nonprofit Public Benefit Corporation law for charitable purposes, including <br />for the prevention of cruelty to animals; and <br />WHEREAS, the County and other parties wish to amend the agreements 1) <br />with PHS to continue to provide animal control and shelter services for San Mateo <br />
