EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> 1. Project Management Assistance. <br /> Consultant will assist the City by executing the following scope of services in a satisfactory and <br /> proper manner in accordance with direction provided by the City Manager, Assistant City <br /> Manager, or designee, but will include: <br /> a. City-Owned Parcels and Properties: Help create an up-to-date inventory of City of <br /> property, and brainstorm ideas for long term use of these properties. Provide advice and <br /> assistance in managing properties that currently have tenants. <br /> b. Community Benefits Ordinance and Pro-Forma Review: Provide advice on the <br /> implementation of this new program, and how it will be applied to proposed <br /> developments. This may include review of development pro-formas to determine <br /> whether the City is securing the best "deal" possible. Proposed developments may be on <br /> City owned land or privately held land. <br /> c. Evaluate Digital Sign Proposals: Provide recommendations to the City Manager on <br /> whether to pursue proposals from advertising sign companies to install digital signs on <br /> Highway 101. <br /> d. Additional Projects: Consultant may be responsible for additional projects as <br /> requested by the City Manager or Assistant City Manager from time to time. If the City <br /> Manager or Assistant City Manager identify a project for which Consultant can provide <br /> assistance, Consultant will provide a scope of work, including cost estimate. Consultant <br /> will not provide services until and unless the City Manager or Assistant City Manager <br /> issue a notice to proceed. <br /> Compensation and Method of Payment (*a-d). Consultant will invoice the City on a periodic <br /> basis as services are provided with a not to exceed total of $59,500. The hourly rate charged <br /> for services performed by Pat O'Keeffe, as the lead consultant on this engagement, will be <br /> $130/hour, plus travel expenses. Senior Partner Jan Perkins will provide overall project <br /> direction. Other consultants are available as needed, including economic and community <br /> development experts, financial experts, and management analysts.
