RESOLUTION NO. 15-09 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> REDWOOD CITY RECOMMENDING APPROVAL OF A TENTATIVE PARCEL <br /> MAP, DOWNTOWN PLANNED COMMUNITY PERMIT, PARKING IN-LIEU <br /> APPLICATION , AND A RIGHT-OF-WAY VACATION OF A 10-FOOT PORTION <br /> OF WINSLOW STREET FOR 815 HAMILTON STREET, 2215 BROADWAY, <br /> AND 840 MIDDLEFIELD ROAD <br /> WHEREAS, Kenneth Rodrigues & Partners, Inc. (the "Applicant") , on behalf of <br /> Hamilton & Winslow Properties, LLC (the "Developers") , submitted an application for a <br /> Tentative Parcel Map, Downtown Planned Community Permit ("DPC") , and a Parking In- <br /> Lieu Application for a 5-story/95 foot tall mixed use office/retail project consisting of 7 , 141 <br /> square feet of retail use on the ground floor, 60 , 322 square feet of office use on the upper <br /> four floors, and two levels of underground parking consisting of 88 parking stalls <br /> ("Hamilton Garage") located at 815 Hamilton Street, 2215 Broadway, and 840 Middlefield <br /> Road , (the "Project") which is located within the Downtown Precise Plan area ("DTPP") ; <br /> and <br /> WHEREAS , on April 15 , 2015 , Historic Resources Advisory Committee ("HRAC") <br /> conducted a study session to provide preliminary feedback on the Project's conceptual <br /> plan and preliminary historian report; and <br /> WHEREAS, on April 28, 2015 , the Architectural Advisory Committee ("AAC") <br /> conducted a study session to provide preliminary feedback on the Project's conceptual <br /> design ; and <br /> WHEREAS, on May 26, 2015 , pursuant to Section 2 .0 . 3-A of the DTPP (pg . 28), <br /> the Architectural Advisory Committee ("AAC") conducted a public hearing to consider the <br /> proposed nine (9) deviations from the DTPP guidelines. The AAC found that the <br /> proposed deviations are consistent with the spirit and intent of the DTPP and unanimously <br /> recommended approval of the deviations to the Planning Commission ; and <br /> WHEREAS, on June 11 , 2015 , pursuant to Section 2 . 1 .4-D of the DTPP (pg . 43), <br /> the HRAC conducted a public hearing to consider whether the proposed project would <br /> create a substantial adverse change to the Fox Theatre, the greater Fox Theatre <br /> Complex, or other nearby historic resources. The HRAC considered the historian report <br /> prepared by Archives & Architecture, LLC , and agreed with its conclusions that the Project <br /> would not create a substantial adverse change in the significance of the Fox Theatre, <br /> greater Fox Theatre Complex, or other nearby historic resources. The HRAC <br /> unanimously recommended that the Planning Commission determine that the Project is <br /> in keeping with the DTPP historic resource preservation standards and guidelines and <br /> will not cause a substantial adverse change to the adjacent historic resources Fox <br /> Theatre, greater Fox Theatre Complex, or other nearby historic resources; and <br /> ATTY/RES0.3108/PC RESO RECOMMENDING APPROVAL OF TENTATIVE PARCEL MAP — 815 HAMILTON <br /> REV: 06-19-15 VR <br /> Page 1 of 21 <br />
